Ed Hill is a United States Senator and also a general in the Air Force Reserves. In "Pilot Error" it is revealed that Senator Hill is the one Oscar Goldman approached to get the initial six million dollars through the appropriations committee for Steve Austin's bionic replacements. He respected Oscar's request for secrecy as to what project the money would be used for.
During "Pilot Error," his & Steve Austin's transport, has not been scheduled, which was to take them to a Board of Inquiry, both are participating in, at Luke Air Force Base. The two men agree to fly Hill's private plane there, along with Hill's son Greg and his political advisor. Hill pilots the plane, while Austin sits in the co-pilot's seat and naps.
Unknown to any of the passengers, Hill has a brain tumor that affects him while they are flying, causing a crash landing. Steve is blinded by a flash during this crash, but gets Hill and the two other passengers to assist him in repairing the plane via his bionics and flying back to Luke Air Force Base. Once they arrive, Ed Hill decides to resign from the U.S. Senate and Air Force, because of his tumor.
