Arthur Vail is the project manager on "Cheshire" — an anti-radar tracking device for aircraft being developed by the OSI. He is assisted by Hal Martin who handles Telemetry. Jenny Fraser will pilot the first test flight. When Rudy Wells and Steve Austin visit the project, Vail is suprised to learn that Steve and Jenny have a past.
